ช่วงกลางถึงปลายเดือนกรกฎาคม 2566 มีหลายปัจจัยทางสภาพอากาศที่ส่งผลทำให้ประเทศไทยมีฝนเพิ่มมากขึ้นและมีฝนตกหนักในหลายพื้นที่ ปัจจัยแรกคือมรสุมตะวันตกเฉียงใต้พัดปกคลุมทะเลอันดามัน ประเทศไทย และอ่าวไทยอย่างต่อเนื่อง โดยเฉพาะในช่วงปลายเดือนที่มรสุมตะวันตกเฉียงใต้มีกำลังค่อนข้างแรง ปัจจัยที่สองคือร่องมรสุมที่พาดผ่านภาคเหนือตอนบน

และภาคตะวันออกเฉียงเหนือตอนบนในช่วงกลางเดือน และหลังจากนั้นได้เลื่อนลงมาพาดผ่านภาคเหนือตอนล่าง ภาคกลาง ภาคตะวันออก และภาคตะวันออกเฉียงเหนือตอนล่าง โดยร่องมรสุมดังกล่าวได้พาดเข้าสู่หย่อมความกดอากาศต่ำบริเวณชายฝั่งประเทศเวียดนามอย่างต่อเนื่อง ปัจจัยที่สามคือการได้รับอิทธิพลจากพายุโซนร้อน “ตาลิม (TALIM)” บริเวณทะเลจีนใต้

ตอนบนที่ได้เคลื่อนขึ้นฝั่งที่เมืองจั้นเจียง มณฑลกวางตุ้ง ประเทศจีน ในวันที่ 17 กรกฎาคม 2566 แล้วเคลื่อนผ่านชายฝั่งประเทศจีนตอนใต้และเข้าสู่ประเทศเวียดนามตอนบนพร้อมทั้งอ่อนกำลังลงเป็นพายุดีเปรสชัน ในวันที่ 18 กรฎาคม 2566 จากนั้นได้สลายตัวไปในวันที่ 19 กรกฎาคม 2566

From the middle to the end of July 2023, there were several weather factors causing Thailand to have more rain and heavy rain in many areas. The first factor was the southwest monsoon that prevailed over the Andaman Sea, Thailand, and the Gulf of Thailand continuously, especially in late July when the monsoon was quite strong. The

second factor was the monsoon trough that lay across the upper North and upper Northeast in mid-July. After that, it moved southward to lie over the lower North, Central, East, and lower Northeast into the low-pressure cell over the coast of Vietnam continuously. The third factor was the influence of the tropical storm “TALIM” over the

upper South China Sea that came ashore in Zhanjiang City, Guangdong Province, China on 17 July 2023. Then, it passed through the coast of South China before entering upper Vietnam and weakened into a depression on 18 July 2023. After that, it dissipated on 19 July 2023.

ทั้งนี้ ปัจจัยทั้งหมดดังกล่าวได้ส่งผลทำให้มีฝนตกหนักถึงหนักมากเกิดขึ้นเป็นระยะ ๆ ในหลายพื้นที่ของภาคใต้ โดยจังหวัดที่มีฝนตกหนักมาก มีปริมาณฝนเกิน 90 มิลลิเมตรต่อวัน ประกอบด้วย ระนอง ชุมพร พังงา สตูล สงขลา ภูเก็ต กระบี่และสุราษฎร์ธานี นอกจากนี้ ฝนที่ตกหนัก

ทำให้เขื่อนรัชชประภา จังหวัดสุราษฎร์ธานี มีปริมาณน้ำไหลลงเขื่อนเพิ่มขึ้นอย่างเห็นได้ชัดตั้งแต่วันที่ 16 กรกฎาคม 2566 ต่อเนื่องไปจนถึงช่วงปลายเดือน ปริมาณน้ำไหลลงเขื่อนสะสมตั้งแต่วันที่ 16 -31 กรกฎาคม 2566 รวมทั้งสิ้น 356 ล้านลูกบาศก์เมตร โดยในวันที่ 26 กรกฎาคม

2566 มีปริมาณน้ำไหลลงเขื่อนสูงสุด 42 ล้านลูกบาศก์เมตรต่อวัน ส่วนปริมาณน้ำกักเก็บคงเหลือ ณ วันที่ 31 กรกฎาคม 2566 อยู่ที่ 3,381 ล้านลูกบาศก์เมตร หรือคิดเป็น 60% ของความจุเขื่อนซึ่งอยู่ในเกณฑ์น้ำปานกลาง

All of these factors caused heavy to very heavy rain periodically in several areas of the South. Provinces facing very heavy rain with more than 90 millimeters per day were Ranong, Chumphon, Satun, Songkhla, Phuket, Krabi, and Surat Thani. Moreover,

heavy rain caused a significant increase in water flowing into the Rajjaprabha Dam in Surat Thani Province from 16 July 2023 until the end of the month. The cumulative amount of water flowing into the dam during 16-31 July 2023 was 356

million cubic meters (mcm) with the highest inflow of 42 mcm per day on 26 July 2023. The water storage of the dam on 31 July 2023 was 3,381 mcm or 60% of the dam’s capacity which was the moderate water level.

กรมป้องกันและบรรเทาสาธารณภัยได้รายงานสถานการณ์พื้นที่ประสบภัย โดยเมื่อวันที่ 18 ก.ค. 66 ที่จังหวัดชุมพรเกิดน้ำป่าไหลหลาก ใน 3 อำเภอ 12 ตำบล

45 หมู่บ้าน ได้แก่ อ.เมืองชุมพร อ.สวี อ.พะโต๊ะ และที่ จ.ระนอง เกิดน้ำท่วมในพื้นที่ 5 อำเภอ 26 ตำบล 86 หมู่บ้าน

ได้แก่ อ.เมืองระนอง อ.กระบุรี อ.ละอุ่น อ.กะเปอร์ อ.สุขสำราญ บ้านเรือนประชาชนได้รับผลกระทบ 2,850 ครัวเรือน

The Department of Disaster Prevention and Mitigation reported that on 18 July 2023, Chumphon Province experienced inundation in 3 districts, 12 sub-districts and 45

villages including Muang Chumphon, Sawi, and Phato districts. Ranong Province experienced flooding in 5 districts, 26 sub-districts and 86 villages including Muang Ranong,

Kra Buri, La Un, Ka Por, and Suk Sam Ran districts with 2,850 households affected.
